Construction was completed on April 5, 1915 and inaugurated as the Hiroshima Prefectural Industrial Products Exhibition Building on August 5 of the same year. In 1933 the building's name was changed to the Hiroshima Prefectural Industrial Promotion Building. Around 1944, the building was no longer used as a promotional site for Hiroshima products, but instead was used as a building for the Public Works Office for the Chugoku and Shikoku regions under the Ministry of Home Affairs and offices for private companies engaged in timber and regional administrative offices.
On August 6, 1945 at 8:15 a.m., an atomic bomb named Little Boy exploded in the air at an altitude of 580 meters, above a site located about 200 meters southeast of the building. About 30 employees and people inside the building all died instantly. The only employee who survived was a night watchman who returned home by bicycle at around 8:00 am.
In 1966, the remains of the building were decided to be preserved forever based on the decision of the Hiroshima city parliament. Restoration work was carried out so that the remains of the building could withstand various weather conditions. The Japanese government designated the remains as a historical site in 1995, while UNESCO designated the Hiroshima Peace Monument as a UNESCO World Heritage Site on December 5, 1996.
